情報技術革新の進展は２極化をもたらす基本的な原因になっており、かつて文系の大学卒がやっていたような「そこそこの仕事」がなくなっている。単なる情報処理をやるだけなら、ＰＣの支援が得られる現状では、大学卒の労働者は過大能力であり、「評価」や「判断」の必要な職務をまかせるには過小能力だという状況になっている。こうした状況を反映して、米国では高卒と大学卒の賃金差が縮小し、大学卒と大学院卒の賃金差が拡大する傾向がはっきりと出てきているという。

こうした環境変化に伴って、従来型の日本的人材養成システムは、もはや時代遅れなものになっている可能性が高い。すなわち、企業は地頭（じあたま）主義で、大学には選抜機能しか期待しない。それゆえ、大学の役割は入試だけで基本的に終わり、在学中、学生はほとんど勉強しない。そして企業に入ってから社内で鍛える、ということでは、今後要求されるような人的資本としての生産性の高さは達成されないと懸念せざるを得ない。
